Matching Members
Work order-based dispatch
Create work orders from employer requests with full detail: skills required, jobsite, start date, hours, and wage. Each work order drives the matching and dispatch process.
Skill-based member matching
eMembership surfaces qualified members based on the skills defined in the work order. Skills can include optional level or assessment ratings. Days out of work drives prioritization for fair dispatch.
Complete dispatch history
Every call, placement, and refusal is logged against the work order. Call tracking captures all outreach whether or not it results in a placement, giving administrators a full audit trail.
Platform Capabilities
Everything your job hall
Everything your job hall
needs in one place
Dispatch is fully integrated with the rest of eMembership. Member skills, employment history, and standing all feed directly into the dispatch process.
Work order management
Create and manage employer work orders with full detail including required skills, jobsite, start date, hours, and wage. Each work order drives the matching and dispatch process from open to filled.
Configurable skills matching
Define any combination of skills required for a work order, with optional level or assessment ratings. eMembership surfaces qualified members ranked by days out of work for fair, rule-based prioritization.
Call tracking and logging
Every outreach attempt during the dispatch process is logged against the work order, whether or not it results in a placement. Refusals, no-answers, and acceptances are all captured for a complete audit trail.
Full dispatch history
A complete record of every assignment, by member and by employer. Administrators can review dispatch history for any member or work order, supporting grievance responses, audits, and reporting requirements.
Employer blacklist controls
Unions can configure employer-specific preferences to exclude certain members from dispatch for a particular employer. Blacklist functionality is optional and configurable to your local's rules.
Integrated with all of eMembership
Dispatch connects directly to member records, skill assessments, employment history, and standing. No re-entering data that already lives in the system. Changes to a member's skills or status reflect immediately.
Questions about
eMembership Dispatch
Dispatch is most commonly used by building trades locals, construction industry unions, and any local that operates a hiring hall or job referral system. This includes IBEW locals, IUOE locals, laborers locals, and others where matching members to employer work orders is a core administrative function. If your union dispatches members to jobs, this area is built for that workflow.
Prioritization is configurable to your local's rules. The most common approach ranks members by days out of work among those who meet the skill requirements for a work order. Other prioritization factors can be configured during the Discovery process to match your local's bylaws and dispatch procedures.
Yes. The skills list is fully configurable during implementation. You define the skills relevant to your trade, including optional proficiency levels or assessment ratings. Skills assigned to members are then matched against skills required on work orders. No predetermined list is imposed on your local.
The Dispatch module is a desktop administration application designed for use by union staff. Members who have been dispatched can view their dispatch history and receive notifications through the eMembership Mobile App on their phone if your union has purchased this module. Ask about current mobile capabilities during your intro call.
Yes. Dispatch connects directly to member records, skill profiles, employment history, and standing in eMembership. A member's days out of work, current skills, and good standing status all feed directly into the dispatch matching process without any manual re-entry. Dispatch history also feeds into member activity records and reporting.
No. eMembership is modular and Dispatch is configured only for unions that need it. During the Discovery process, Winmill documents which areas are required for your local. If dispatch is central to your operations, the full workflow including work orders, matching, call tracking, and history is included and configured to your rules. Locals that do not operate a job hall would typically not include this area.
